The MVMA Practice Inspection, Practice Standard By-Laws (PIPS) Rewrite Project is in its final stages.  At the 2026 MVMA Annual General Meeting, membership approved the repeal and replacement of the PIPS By-Laws, January 20, 2023, with the PIPS By-Laws, January 30, 2026.

The MVMA Council is proposing amendments to the new PIPS By-Laws once they come into effect in the latter part of 2026.

The PIPS Implementation Committee has prepared the 2027 PIPS By-Laws Consultation, proposed amendments for MVMA member review to be voted on at the 2027 MVMA Annual General Meeting.

Please note that the MVMA, through the PIPS Resource Development Working Group has developed a number of resource documents for PIPS inspected practices. These documents are linked directly in the By-Law document; however, can also be accessed below. Documents are provided in both Microsoft Word and PDF format.

In 2020 the MVMA Council had noted long standing issues with the PIPS By-Law.

In the fall of 2020, the MVMA Council decided to undertake a Manitoba based review of current standards. A small committee was formed to create a Terms of Reference for the Ad Hoc PIPS Rewrite Committee, which was passed by Council.

The Committee met monthly from June 2021-May 2022 at which time they reviewed standards as a large group. The Committee then broke into smaller working groups in the fall of 2022 to address outstanding practice standards. These standards were then reviewed by the Committee, MVMA Staff, and the MVMA Council.

As this was a large change to a well-established program, the MVMA Council determined that extensive consultation was needed. Consultation in various forms was undertaken throughout 2024 (more information below).

The new proposed MVMA PIPS By-Law is different from the current MVMA PIPS By-Law in that the new proposed MVMA PIPS By-Law:

• Updates practice standards
• Ensure practice standards reflect a minimum standard of practice
• Include a more formalized provisions for closing a veterinary practice
• Require the appointment of a responsible veterinarian
• Change the permitting and inspection program
• Include an annual permit renewal
• Separates practice modalities (brick and mortar, ambulatory, ect) from practice activities (vaccines, Small Animal Surgery Under Local Anesthesia, Temporary Clinics, etc).
